Extended Use Fee *not* Overdue

I learned a bunch attending Mickey Boyd's new workshop on web 2.0/library 2.0 at NEFLIN.

I thought I would pass on his one idea he had of "overdue" items incurring an "extended use fee" instead.

Have you used one of those Redbox DVD vending machines yet? Each DVD is $1.00 for an overnight rental. After the first night it is an extra $1 for each day you continue to keep it. This is Redbox's version of an extended use fee. If you want to continue using something beyond the due date you agree to pay an additional fee.

Why wouldn't this work in libraries? If someone decides to keep an item past its due date they would be charged an extended use fee. Would this lessen the negativity surrounding an item being overdue? That librarians are poised at the door just aching to collect fines?
